Encroachment

An encroachment is an unauthorized intrusion onto a right-of-way or easement, such as a structure, fence, or activity within a protected corridor. Operators monitor and resolve encroachments to protect access and safety. Encroachments can threaten the integrity of buried lines or block access for maintenance, so operators run regular patrols and aerial surveys to detect them. Resolution may involve removal, a formal encroachment agreement permitting the use under conditions, or legal action.

Example
During a routine patrol, Delta Pipeline finds that landowner Greg Mason has built a barn partly over its right-of-way. The two sign an encroachment agreement letting the barn stay, on the condition Mason grants clear access and assumes the cost if the structure must be moved for repairs.
